The Department is the second largest Executive branch agency in the State, and the largest law enforcement agency in the State with over 2,500 employees. The Department is comprised of the Office of the Commissioner, Bureau of Management Services, Bureau of Correctional Healthcare Services, Bureau of Prisons and Bureau of Community Corrections.

Delaware provides a unified correctional system, with all correctional facilities and institutions falling under the jurisdiction of the State. The Department supervises between 6,500 – 7,000 inmates within our correctional facilities and approximately 17,000 probationers within the community.


Baylor Women’s Correctional Institution

The Baylor Women’s Correctional Institution (BWCI) – the only women’s prison in the state – opened December 29, 1991.   The facility houses both pre-trial and sentenced adult females at minimum, medium, and maximum security levels.

The Howard R. Young Correctional Institution (also known as Gander Hill Prison due to the neighborhood in which it is located) is a Level 5 facility in the northeast section of Wilmington, Delaware. The facility is named for a 33-year Department veteran who died in 2001 after a battle with cancer. Originally called the Multi-Purpose Criminal Justice Facility, it was renamed in honor of Young in February 2004. Young was the first Warden of the prison when it opened in 1982.

The JTVCC is a Level 5 (prison) facility for men located near Smyrna, Delaware, in southern New Castle County. The James T. Vaughn Correctional Center is the state’s largest adult, male correctional facility. Currently, JTVCC houses approximately 2,500 inmates. JTVCC houses minimum, medium, and maximum security inmates. JTVCC is also the primary facility for housing the Kent County pre-trial (detainee) population. It also houses inmates sentenced to the death penalty. Executions are carried out at the JTVCC.

Sussex Correctional Institution

The Sussex Correctional Institution (SCI) is located in Georgetown, Delaware.  Opened in 1931, SCI is one of  Delaware’s oldest correctional facilities.  SCI houses maximum, medium, and minimum security inmates.  SCI houses an all-male population.  Additionally, Delaware’s only Boot Camp is located on the grounds of the Sussex Correctional Institution.  The Boot Camp is a 100-bed facility accommodating 90 men and 10 women.
